"tu ne sais pas à qui t’as affaire", non puisque il ne veut pas
se montrer, j’en ai rien à foutre, mes répliques ont l’air de lui
causer quelques soucis, ca me fait plaisir, ce doit être un  des
"premiers" qui vient chercher l’acteur, qui vient me voir dans ma
cage loft, le cinéaste ou un de ses représentants, comme d’habitude
on laisse croire à du sketch, si ca fini trop mal on invoquera
situationnisme  A ce sujet il sait parfaitement ce u’il fait et ce
qu’il dit, moi aussi, leur délire est ma vie depuis six ans, ils ont
des comptes à rendre à pas mal de gens, savent qu’ils ont un moyen
de pression, savent aussi sans vouloir le reconnaître – pour leur
malheur qu’ils se sont tant acharnés, qu’ils ont tant travailler
à installer – que c’est justement ca qui les perd. Ils sont bandits,
amha ils sont déjà / encore sous séquestre, typiquement avec un
bracelet GPS à la cheville, même s’ils accèdent aux
téléconférences pour me chercher encore des poux – ou sont-ils
représentés cela ne change rien, ils n’ont pas à être et ils ne
sont pas protégés tout au plus démêle-t-on sans me laisser tout
comprendre des activités des conférenciers le fondement, me
laisse-t-on aussi enfin croire que l’on a compris depuis pas mal de
temps mais ce temps est variable pour nombre de gens, la volonté cras
des premiers ainsi que les conséquences de leurs actes, que je et
d’autres personnes physiques ou morales subissent et / ou ont subies.
Des années, de l’argent, des conséquences sociales et politiques
qui sont du ressort des tribunaux de guerre s’ils doivent être
soumis à justice, pour enquête et dénouement car la punition
ouvertement n’est pas envisageable, les premiers ont une arme
responsable qui continue à les perdre tout au plus leur
évitera-t-elle de constater la publicité de leurs actes et
conséquences mais ils en font / feront immanquablement les frais; dans
un film ? Ils vont encore nous faire un film ? Alors un film de guerre,
ils ont foutu trois guerres: la mienne est familiale et
psychanalytique, elle est l’objet de la plus grosse part de [51000],
la seconde est celle du silence instauré .. au silencieux, la
troisième est l’affaire principale des premiers, ils y prennent sous
couvert du silence des silencieux mon retour de bâton à leurs actes
bêtes sales et cons – ceux qui ont eu trop de conséquences et qu’on
a voulu pour ca camoufler par cet handicapé devenu acteur lofteur, ce
troisième objet guerre, c’est "in réal" le troisième effet
kiss-kool, celui qu’on suce en premier et qui vous répète à la
fin. Ils ont fait pour cacher, toujours plus, pire, bête et méchant,
salissant, menaçant, ils n’ont jamais joué à la guerre, il leur en
fallait une pour cacher leurs méfaits, celle du silence est un
paravent à cette "première" qui ne doit (pas …) être connue du
public sous peine d’être injustement prise à partis dans un futur
proche dont chacun des dits silencieux n’a d’autre destinée que de
ne pas l’influencer, que de ne pas s’y immiscer, je inclus nous
sommes témoin de ce que nous n’avons pas à éclabousser, ne fut-ce
qu’en le citant plus précisément, par effet collatéral de nos
propres ennuis, nos ennuis sont parallèles ils découlent des actes
des mêmes irresponsables à qui l’on ne fera pas dire publiquement –
par notre silence raisonnable – qu’ils sont à l’origine des deux,
plus loin que le second est effet collatéral pre- calculé
préfabriqué prévu par esprit bandit, que le second est un camouflet
au premier, que je suis sensé être ce meilleur plus beau plus grand
plus fort qui devait tout arranger sinon finir acteur ou taxé de
déficient, si je suis déficient ils m’ont handicapé, si je
l’étais ils ont maltraité un handicapé./ On ne leur fera pas dire
publiquement … à condition qu’ils sachent se taire, ce qu’ils
nous ont si bien appris !

trouvée, décriée comme étant effet collatéral prévu par des
salops cons de ce qui m’a été fait, leur fabrication – celle de me

payé qui menacera donc ad vitam son cinéaste bandit de toutes
représailles, qu’il trouve en réalité dans ce document et dont il
devra se contenter, paranoïaque psychopathe désireux de ma vendetta
pour me discréditer _et_ dénoncer ce qui n’a pas lieu de l’être
– celui qui me taxerait de paranoïaque pour me voir me défendre de
ces salops n’a qu’à s’acheter le Rorcher du Kama-Sutra et aller
se branler sinon il s’expliquera du rapport [51000] ou me vissera une
autre tête sur les épaules … libre à vous d’utiliser le foetus

Le silence, le faux film, est aussi la sortie des bandits à leurs
actes premiers: _mais … les rôles ont été inversés, les
cinéastes ont troqué leur rôle pour celui de prisonniers. Moi
prisonnier de droit commun cela n’a pas existé – je suis chez moi en
liberté non surveillée mais protégé(e) – s’il en eut été
autrement j’aurais été en prison ou ad- vitam la pute  actrice des
premiers, en échange de quoi à défaut de les finir dans la cave de
Pulp-Fiction nous les dénonçons définitivement pour l’ensemble de
leurs méfaits et injonctionnons la pose d’un bracelets GPS à leur
cheville [celle au choix de leurs sensibilités s'ils désirent se
déclarer .. ceci est un dérapage rédactionnel, un smiley
d'indifférence au mal  fondé de la connerie humaine dont les
premiers nous ont fait leur science].

Il n’est pas trouvable que le premier cinéaste ne m’ai pas pris
pour sa viande, pour ce qui devait devenir l’acteur d’un film que
j’allais moi-même lui faire en parallèle et en diversion, camouflet
à tout un chacun de ce qu’il est venu nous mentir, les prémisses
agissements non dévoilés. On ne trouve qu’à partir d’ici son
ouverte volonté / la reconnaissance publique du fait qu’il n’a
voulu faire que protéger les premiers, en est-il, activistes des
agissements à l’origine de la guerre non relatée dans [51000]. Je
ne sais pas "à qui j’ai affaire" mais je sais que les premiers
ont foutu une guerre et que le premier cinéaste me voulait cet acteur
qui jamais de sa vie ne devait comprendre qu’il était l’acteur
d’un camouflet, film qu’il devait en plus fabriquer lui-même sans
le savoir donc à sa bonne convenance de se trouver un rôle / en le
faisant vivre dans un film dont lui-même (moi l’acteur) n’aurait
pas compris le sens et le but puisque ma vie dans son film ce n’est
que ma vie, couillon, /auquel seul l’acteur (moi) devait trouver un
sens, à mon choix de ne pas savoir pour quoi j’allais mourir ou
comment j’allais me faire enfermer. Cela dit les premiers et leur
protecteur cinéaste(s)  peuvent se rhabiller et garder le bracelet à
leur cheville tant qu’il n’auront pas abdiqué, CAD. probablement
tant qu’il n’auront pas rendu de comptes à qui de droit de la
façon qu’il conviendra à ce même qui, ensuite ils m’oublieront
sinon seront attendus, viendront, et seront abattus./ Abattus ou
déférés aux tribunaux, d’ici là le dossier à leur charge sera
complété de ce qu’ils tiendront encore à nous faire savoir / de ce
qu’on découvrira.

Communications with Security Service Tribunal in 1999

I took some more potshots at the SS-Tribunal in the first half of 1999. The correspondence between myself and the Tribunal
Secretary is detailed on this webpage. Ultimately I decided not to pursue another complaint with them, partly from Robin
Ramsay’s advice (and that of a solicitor I consulted), but mostly because it was rather obvious from Mr Brooks’ replies
that the Tribunal has no investigative means of its own and is that useless animal, a toothless watchdog.

Included with this first letter was a copy of the leaflet, "Complaints about the Security Service". This tells you that
the Tribunal can order "the service to end its inquiries about you; the service to destroy any records it holds about
those inquiries; the quashing of a property warrant; financial compensation". Yeah, right. Look, there’s a flying pig, oink-flap, oink-flap.

My subsequent letter to Nick Brooks, Tribunal Secretary, dated 25 March 1999, said;

Dear Mr Brooks,

        We spoke on the phone last week and you kindly sent a copy of the form,
"Complaints about the Security Service".

        I have a few questions which I should like to ask you, before I undertake the task of
making a formal complaint. As you know I made a complaint in February 1997, and in June
of that year the tribunal made a bland and unsatisfactory statement that "no determination in
your favour has been made on your complaint". During our phone conversation I expressed
the view that the Tribunal was incapable of performing its functions and acts as a
whitewashing body for the Security Service. My questions are as follows;

(1)     Has the Security Service Tribunal ever during its existence found in favour of a
compaint against MI5?

(2)     Is the Tribunal able to disclose whether "no determination in your favour" is made
because MI5 claims to have no inquiries on a subject, or whether it is made because MI5
admits to actions against a subject but claims justification?

        If disclosure is not possible for individual cases, then in 1997 for how many cases
(out of what total) did MI5 claim justification?

(3)     Is the Tribunal able to investigate information such as British Airways passenger lists,
given that these could conclusively prove MI5 involvement? Would the Tribunal be forced to
rely on MI5 to carry out such investigations, or would it have some other means of
investigating? It might look slightly ridiculous for the Tribunal to rely on MI5 to investigate
their own misdeeds.

        When I made my previous complaint to the Tribunal in 1997 I gave very little
information as to the nature of my complaint. This time I intend to give as complete
information as possible; but before I do so, I would ask you to answer the questions above, to
outline the "ground rules" for a Tribunal investigation and reporting of its results.

Mr Brooks replied by sending me a photocopy of two pages from the 1997 Report of the Security Service Commissioner, as follows.

In particular, the answers the report gives to my questions are; the Security Service Tribunal has NEVER found in favour
of a complainant; see sections 29 and 31 of the scanned report. Nick Brooks has confirmed orally over the phone that he
has no memory of the Tribunal ever finding in favour of a complainant.

Secondly, the question of whether the Tribunal is able to disclose "no determination in your favour" is because MI5 claims
to have no inquiries on a subject, or whether it’s because MI5 admits to having inquiries but claims they are justified. The
answer to this one is in section 24, which says the ambiguity is intentional; and the Tribunal will in no circumstances give
an unambiguous answer of whether MI5 claims or disclaims inquiries on a subject.

In section 27 of the report, SS Commissioner Lord Justice Stuart-Smith says the blanket denials "might lead some to speculate
that members of the service are carrying out operations involving unlawful interference with property, such as the installation
of eavesdropping equipment, without first obtaining a warrant from the Home Secretary." He goes on to try to deny this speculation.
But we’ve heard from Peter Wright that this went on all the time in the 1960s. So why wouldn’t it still be happening now? Of course it is.

The Tribunal Secretary had avoided answering the question from my previous letter, of whether the Tribunal had any independent
investigative capacity. So I asked him again.

Dear Mr Brooks,

        Thank you for your letter dated 6 April enclosing an extract of the 1997 Report of the
Security Service Commissioner. This answers two of the three questions asked in my letter
of 25 March.

        The third question remains. In 1993 I travelled on a British Airways flight on which
there also travelled four men, one of whom stared at me, laughed and said, "if he tries to run
away we’ll find him". I took this to mean that these were the men who had been pursuing me
for some time in the UK. This leads me to ask again the last question in my previous letter;

(3)     Is the Tribunal able to investigate information such as British Airways passenger lists,
given that these could conclusively prove MI5 involvement? Would the Tribunal be forced to
rely on MI5 to carry out such investigations, or would it have some other means of
investigating? It might look slightly ridiculous for the Tribunal to rely on MI5 to investigate their
own misdeeds.

        I would very much hope that some means is available to the Tribunal and
Commissioner to investigate possible MI5 malefaction, other than relying on MI5 themselves.
When I receive an answer to this question from you, I will work to put together a more
comprehensive and detailed complaint for the Tribunal’s consideration.

Brooks’ reply was;

Brooks doesn’t want to give a direct reply to the question, since that would place him in a bad light. So he gives an indirect
answer; the tribunal, he avoids saying, has no investigative capacity; there is no mention even of any investigative capacity
provided by MI5 themselves; nobody can investigate anything, all the Tribunal can do is ask MI5, and they, in their "Alice in
Wonderland" world, can redefine the truth as it pleases them, and dissemble, and lie.

Before deciding not to put another formal complaint before the Tribunal, I asked Robin Ramsay, editor of Lobster magazine, what
he thought of the idea of making a complaint to the Tribunal. He replied;

RESPONSE  Yes it is a  waste of time. They will do nothing.

In a further email he elaborated;

As for quoting me on the Security Service Tribunal – if you think my
comments would mean anything, feel free. The problem people have is
this: they almost have to go through the motions of going to the
Tribunal for if they don’t they will always be asked, ‘Why didn’t you
go the proper authorities?’  (This is one of the chief functions of
‘the proper authorities’.)

So the sum of the various parts of this story is; DON’T GO TO THE TRIBUNAL. If you do, then MI5 will open a file on you (if you
don’t have one already). Don’t do as I did, do as I say. If you feel a really deep-seated urge to complain, do so first under an
invented name, which will make you understand just how useless the Tribunal is, how little information they provide, and how
unpleasant it is to know that you have given MI5 a reason to officially open a file on you in their Registry.

The pope’s recent visit to Turkey and his call for the nation’s acceptance
into the European Union has added an interesting element to the debate about
Turkey’s inclusion into the EU. It is now more difficult to pitch the issue
as one between the West and the Middle East, or Christianity and Islam,
because the most Christian and Western of institutions – the Roman Catholic
Church – has embraced the notion of Turkish membership in the ever-more
powerful EU.

And yet this approach, as good intentioned as it may be, misses a crucial
component of the issue: Turkey’s non-Christian and non-Western essence
equates to fundamentally non-European values and is thus not suitable for EU
membership. This differing system of values has concrete political and
cultural implications, making it inapt for Turkey and European states to
exist under the umbrella of the same supranational political and economic
organization.

The Europe of 2006 is by no means a perfect society, as it is plagued by,
among other things, unemployment, racism and the steady erosion of the
welfare state. Still, the European ideals of community-based politics, a
social safety net, universal education and cooperation have made the
continent the world leader of progress. The relative equality and justice of
European society are the envy of countries all over the world, including the
United States (the 35-hour work week, for example, is something that
American workers can only dream about). The state of Europe today goes
hand-in-hand with its seemingly paradoxical Christian foundation (including
the emphasis on human solidarity and equality) and a strong commitment to
secular humanism.

This makes quite a contrast to Turkey. Despite the country’s reputation as a
liberal, Muslim state, its acceptance into the EU would still stand out like
an ink blot on the organization’s map. One notable difference between Turkey
and the rest of Europe is the power of the military, which has staged four
coups since 1960. In recent years, the armed forces has succumbed to EU
pressure and limited its meddling in political affairs. However, this has
been only a mixed blessing, as the secular military serves as the only
bulwark against the growing power of the Islamic fundamentalists, whose
representation in the country’s legislature has, alarmingly, been steadily
increasing. The reality is that many secular progressives in Turkey actually
see the military as a lesser evil to the threat of Islamic extremists. This
pessimistic political dynamic amounts to a lose-lose situation for those who
believe that Turkish political practices can be reconciled with those of
Europe’s.

Turkey’s suppression of human rights is yet another problem. Its abuse of
the Kurdish minority has caused worldwide condemnation. In the struggle
against Kurdish rebels, like the Kurdistan Workers Party, it is estimated
that more than 30,000 people have been killed since the 1980s. The brutality
of the military’s treatment of the Kurds has manifested itself in the use of
poison gas and mass bombings of villages.

Free speech is also lacking. While Europe has arguably gone to one extreme
in criminalizing the act of denying the Holocaust, Turkey has made it a
crime to even acknowledge its own history of genocide against the Armenians.
The Nobel Prize-winning novelist, Orhan Pamuk, was brought up on charges of
"insulting Turkishness" after he remarked that, "Thirty thousand Kurds and a
million Armenians were killed in these lands, and nobody dares to talk about
it." International outrage ensued, and the charges were later dropped.

The relative backwardness of Turkish political institutions is only one
deterrent to EU membership. The cultural attitudes of the people, which are
at least partially responsible for the existence of such institutions, are
another. The anti-European attitudes of the Turkish people were recently
exemplified in a poll conducted by the Milliyet newspaper Oct. 24, which
showed that two-thirds of the Turkish people don’t even want to join the EU.
Government prosecution of Christian converts and recent plans to construct
female-only parks have, similarly, been greeted with support by most Turks.

Such sentiment is the product of a country that has lived under military
rule for decades and continues to be held back by reactionary religious
ideas. It is all too clear that Turkish institutions and Turkish ideas are
clearly not European ones. Once this is realized, the foolishness of
admitting a non-European nation into the European Union becomes all too
obvious.

Among the most disturbing political phenomena of our times is the emergence
in the newly created state of Israel of the "Freedom Party" (Tnuat Haherut),
a political party closely akin in its organization, methods, political
philosophy and social appeal to the Nazi and Fascist parties. It was formed
out of the membership and following of the former Irgun Zvai Leumi, a
terrorist, right-wing, chauvinist organization in Palestine.

Attack on Arab Village

A shocking example was their behavior in the Arab village of Deir Yassin.
This village, off the main roads and surrounded by Jewish lands, had taken
no part in the war, and had even fought off Arab bands who wanted to use the
village as their base. On April 9 (THE NEW YORK TIMES), terrorist bands

What exactly is being defended? Is it the citizens of Israel or the nature
of the Israeli state?

As its citizens are being killed, Israel is, yet again, inflicting death and
destruction on Lebanon. It tries to portray this horror as necessary for its
self-defence. Indeed, the casual observer might regard the rocket attacks on
Israeli cities such as Haifa and my own home town, Nahariya, as justifying
this claim.

While states should defend their citizens, states which fail this duty
should be questioned and, if necessary, reconfigured. Israel is a state
which, instead of defending its citizens, puts all of them, Jews as well as
non-Jews, in danger.

What exactly is being defended by the violence in Gaza and Lebanon? Is it
the citizens of Israel or the nature of the Israeli state? I suggest the
latter. Israel’s statehood is based on an unjust ideology which causes
indignity and suffering for those who are classified as non-Jewish by either
a religious or ethnic test. To hide this primordial immorality, Israel
fosters an image of victimhood. Provoking violence, consciously or
unconsciously, against which one must defend oneself is a key feature of the
victim-mentality. By perpetuating such a tragic cycle, Israel is a terrorist
state like no other.

Many who wish to hide the immorality of the Israeli state do so by
restricting attention to the horrors of the post-1967 occupation and talking
about a two-state solution, since endorsing a Palestinian state implicitly
endorses the ideology behind a Jewish one.

The very creation of Israel required an act of terror. In 1948, most of the
non-Jewish indigenous people were ethnically cleansed from the part of
Palestine which became Israel. This action was carefully planned. Without
it, no state with a Jewish majority and character would have been possible.
Since 1948, the "Israeli Arabs", those Palestinians who avoided expulsion,
have suffered continuous discrimination. Indeed, many have been internally
displaced, ostensibly for "security reasons", but really to acquire their
lands for Jews.

Surely Holocaust memory and Jewish longing for Eretz Israel would not be
sufficient to justify ethnic cleansing and ethnocracy? To avoid the
destabilisation that would result from ethical inquiry, the Israeli state
must hide the core problem, by nourishing a victim mentality among Israeli
Jews.

To sustain that mentality and to preserve an impression of victimhood among
outsiders, Israel must breed conditions for violence. Whenever prospects of
violence against it subside, Israel must do its utmost to regenerate them:
the myth that it is a peace-seeking victim which has "no partner for peace"
is a key panel in the screen with which Israel hides its primordial and
continuing immorality.

Israel’s successful campaign to silence criticism of its initial and
continuing dispossession of the indigenous Palestinians leaves the latter no
option but to resort to violent resistance. In the wake of electing Hamas –
the only party which, in the eyes of Palestinians, has not yet given up
their cause – the Palestinian population of Gaza and the West Bank were
subjected to an Israeli campaign of starvation, humiliation and violence.

The insincere "withdrawal" from Gaza, and the subsequent blockade, ensured a
chronicle of violence which, so far, includes Palestinian firing of Kasem
rockets, the capture of an Israeli soldier and the Israeli near
re-occupation of Gaza. What we witness is more hatred, more violence from
Palestinians, more humiliation and collective punishments from Israelis –
all useful reinforcement for the Israeli victim mentality and for the sacred
cow status of Israeli statehood.

The truth is that there never could have been a partition of Palestine by
ethically acceptable means. Israel was created through terror and it needs
terror to cover-up its core immorality. Whenever there is a glimmer of
stability, the state orders a targeted assassination, such as that in Sidon
which preceded the current Lebanon crisis, knowing well that this brings not
security but more violence. Israel’s unilateralism and the cycle of violence
nourish one another.

Amidst the violence and despite the conventional discourse which hides the
root of this violence, actuality calls upon us to think. The more we silence
its voice, the more violently actuality is sure to speak.

In Hebrew, the word elem (a stunned silence resulting from oppression or
shock) is etymologically linked to the word almut (violence). Silence about
the immoral core of Israeli statehood makes us all complicit in breeding the
terrorism that

Britain’s role in CIA "torture flights" was roundly condemned yesterday by
the European parliament in a scathing report which for the first time named
the site of a suspected secret US detention centre in the EU – at Stare
Kiejkuty in Poland.

It says EU governments, including the British, knew about the practice known
as extraordinary rendition – secret CIA flights transferring detainees to
locations where they risked being tortured – but made a concerted attempt to
obstruct investigations into it.

The MEPs singled out Geoff Hoon, the minister for Europe, saying they
deplored his attitude to their special committee’s inquiry into the CIA
flights. They expressed outrage at what they said was the view of the chief
legal adviser to the Foreign Office, Sir Michael Wood, that "receiving or
possessing" information extracted under torture, if there was no direct
participation in the torture, was not per se banned under international law.
They said Sir Michael declined to give evidence to the committee.

The report condemned the extraordinary rendition of two UK residents, Bisher
al-Rawi, an Iraqi citizen , and Jamil el-Banna, a Jordanian citizen, seized
in the Gambia in 2002. They were "turned over to US agents and flown to
Afghanistan and then to GuantC!namo, where they remain detained without trial
or any form of judicial assistance", it said. The men’s abduction was helped
"by partly erroneous information" supplied by MI5. It also condemned the
treatment of Binyam Mohammed, an Ethiopian citizen and UK resident arrested
in Pakistan and at one point held in Morocco where questions "appear to have
been inspired by information supplied by the UK". His lawyer has described
what the report called "horrific torture".

It referred to the rendition of Martin Mubanga, a UK citizen arrested in
Zambia in 2002 and flown to GuantC!namo Bay. It said he was interrogated by
British officials at the US detention centre in Cuba where he was held and
tortured for four years and then released without trial.

It expressed "serious concern" about 170 stopovers at British airports by
CIA-operated aircraft which on many occasions came from, or were bound for,
countries linked with "extraordinary rendition circuits". The Guardian gave
evidence to the committee on the CIA flights. The MEPs also praised help
they were given by the all-party parliamentary group on rendition chaired by
Conservative MP Andrew Tyrie. "Parliamentary concern about extraordinary
rendition is not going to go away," Mr Tyrie said. Next week he will meet
John Rockefeller, new chairman of the US Senate intelligence committee.

Shami Chakrabarti, director of civil rights group Liberty, said: "Our
government wept hot tears for torture victims in Saddam Hussein’s Iraq but
adamantly refuses to investigate CIA torture flights despite growing
international pressure. The silence in Whitehall is damning."

Yesterday’s report described in detail how CIA Gulfstream jets landed in
secret at Szymany airport in Poland. There was circumstantial evidence, it
said, that there may have been a secret detention centre at the nearby
intelligence training centre at Stare Kiejkuty. It disclosed that records,
from a confidential source, of an EU and Nato meeting with the US secretary
of state, Condoleezza Rice, last December confirmed "member states had
knowledge of the [US] programme of extraordinary renditions and secret
prisons".

It criticised EU officials such as foreign policy chief Javier Solana and
counter-terrorism coordinator Gijs de Vries for a lack of cooperation with
the inquiry, and Jaap de Hoop Scheffer, Nato’s secretary general, for
declining to give evidence.

Sarah Ludford, a Liberal Democrat MEP and vice-chair of the European
parliament’s committee, said last night: "If the EU’s aspirations to be a
‘human rights community’ have any meaning whatsoever, there must now be a
forceful EU response to this strong evidence that the CIA abducted,
illegally imprisoned and transported alleged terrorists in Europe while
European governments, including the UK, turned a blind eye or actively
colluded with the United States."

At least 1,245 CIA rendition flights used European airspace or landed at
European airports, the report said. It accused the former head of Italy’s
Sismi intelligence service, Nicolo Pollari, of "concealing the truth" when
he told the committee Italian agents played no part in the CIA kidnapping of
an Egyptian cleric in 2003. It says Sismi officials had an active role in
the abduction of Abu Omar, who had been "held incommunicado and tortured
ever since".

The Foreign Office said last night that Mr Hoon had answered all the
questions put to him. He said the government did not approve of any transfer
of individuals through the UK where there were substantial grounds to
believe they would face the real risk of torture.

Rendition inquiry criticises EU states

EU: EU states knew about the illegal transport and detention of
terrorism suspects by the CIA on their territory and have obstructed an
investigation conducted by MEPs.

A draft report prepared by a committee of the European Parliament
strongly criticises 11 member states and several top politicians for not
fully co-operating with its inquiry into the practice of rendition by
the CIA and the existence of secret prisons.

It specifically targets EU foreign policy chief Javier Solana for
"omissions and denials" in his evidence to the committee as a matter for
deep concern.

It also says the evidence provided by EU’s counter-terrorism chief Gijs
de Vries "lacked credibility".

The report "deplored" poor co-operation from Britain, as represented
before the committee by Europe minister Geoff Hoon and named 11 EU
states, which had either directly or indirectly been complicit in the
illegal transport of suspects by the CIA.

It notes that at least 1,245 flights operated by the CIA have been
overflying through European airspace, or stopping over at European
airports.

It also regrets that member states had relinquished control over their
airspace and airports in admitting flights operated by the CIA which, in
some occasions, aimed at the illegal transport of detainees.

The US has admitted using rendition, or the secret transfer of terrorist
suspects, as part of its strategy on the "war on terror" that it has
adopted since the September 2001 terrorist attacks.

In September this year president George Bush confirmed that high-level
suspects had been held at secret overseas locations, although it has not
yet been proven if any of these secret prisons were based in any EU
member state.

The report provides no hard evidence about the existence of these secret
prisons, however it says it is deeply concerned that in some cases,
temporary secret detention facilities in EU states, might be located on
US army bases. It also regrets that there may be a lack of control over
US bases by hosting states, and urges them to exercise jurisdiction over
their whole territory, including foreign military bases.

Poland is singled out for criticism for not co-operating with the
inquiry, which it said was probably due to an overall scepticism from
the government.

It also names the intelligence training centre at Stare Kiejkuty as a
possible location of a secret prison.

Italy, which is one of three states named that facilitated rendition on
its territory along with Germany and Sweden, is also singled out for
strong criticism.

The report accuses the former head of Italy’s Sismi intelligence service
of "concealing the truth" when he told the committee that Italian agents
played no part in the CIA kidnapping of an Egyptian cleric in 2003.

On the contrary, Sismi officials played an active role in the abduction
of Abu Omar, and the CIA kept Italian authorities informed on his later
detention in Egypt. Abu Omar had been "held incommunicado and tortured
ever since", it says.

The CIA plane used to transport Abu Omar to Egypt later stopped at
Shannon airport on the way home to refuel, according to evidence
presented to the committee.

The report notes that 147 CIA flights touched down at Irish airports.
