British Prime Minister Tries to ‘Privatize’ War in Iraq

London, November 1 (RHC)– The British government of Prime Minister Tony
Blair has been accused of reneging on pledges to control private security
companies operating in Iraq because it wants to "privatize the war" as part
of its exit strategy. A story carried by The Independent UK said that Blair
has not only failed to bring in legislation promised four years ago, but
has actively encouraged security firms in Iraq by giving them
multimillion-dollar contracts to take over duties which could have been
performed by British forces.

In a report published by the non-governmental organization War on Want, it
is revealed that humanitarian groups, MPs and international lawyers have
called for tighter controls on "mercenaries." In Britain, both the Foreign
Office and the Ministry of Defense are believed to favor such a move. But,
with the increasing calls for an immediate withdrawal from Iraq, Downing
Street is said to view the private firms as a favored option in expediting
the pullout.

War on Want’s campaigns director, John Hilary, said: "There are genuine
worries that the Government is trying to privatize the Iraq conflict. The
occupation of Iraq has allowed British mercenaries to reap huge profits.
But the Government has failed to enact laws to punish their human rights
abuses, including firing on Iraqi civilians." Hilary asks: "How can Tony
Blair hope to restore peace and security in Iraq while allowing mercenary
armies to operate completely outside the law?"

While British troop levels in Iraq currently stand at 7,200 — with plans
to halve this number in the next six months — there are almost 21,000
British private security guards, part of an international force of 48,000
described by U.S. senators as the "largest private army in the world."
Other political observers say the private forces are nothing more and
nothing less than mercenaries.

The report, entitled: "Corporate Mercenaries: The Threat of Private
Military and Security Companies," comes at the same time that the British
security industry holds its first annual conference in London. On Friday,
November 3rd, a National Audit Office report is expected to warn that
Britain’s armed forces are failing to recruit and retain sufficient
soldiers to deliver the so-called "required military capability."

In Iraq, all non-Iraqi military personnel and private military contractors
were made immune from prosecution under the Coalition Provisional
Authority’s Order 17 for acts performed within terms of their contract by
Paul Bremer, the American head of the CPA in June 2004.

It is unclear whether that has changed since the inauguration of the new
Iraqi government. But, while British and American soldiers have faced
courts martial over alleged crimes carried out in Iraq, not one security
contractor has been prosecuted at home or in occupied Iraq despite a
significant number of charges of abuse.

PALESTINE: Hamas is urging Britain to back its proposal for a ceasefire
of up to 10 years as a way of breaking the impasse over its refusal to
recognise the state of Israel.

The most senior delegation from the Hamas government to visit Britain is
in London to promote its offer of a long-term ceasefire to allow a
period of "co-existence" with Israel that could lead to an eventual
settlement of the Middle East conflict.

The two-man delegation, representing the Palestinian government, is also
urging the British government to lift its ban on contact with Hamas. "We
would welcome talks with Tony Blair," said Ahmad Yousef, senior adviser
to the Palestinian prime minister, Ismail Haniyeh. "We would like to
work with him and work with his government to help end the Israeli
occupation. We’re sending a message to the British government – we’re
offering a hudna [ ceasefire] for 10 years in return for the end of
occupation."

Hamas wants European governments to accept its ceasefire plan in lieu of
the Islamist group formally recognising Israel. "We hope the Europeans
will become aware of the concept of hudna and that it can become a
substitute for recognition of Israel," said Mr Yousef.

"Debate about a political nation’s right to exist seems infantile.
Israel is a state now, it is part of the UN, it is de facto there, and
we deal with it every day."

The quartet of the US, EU, UN and Russia have demanded that Hamas
formally recognise Israel, renounce violence and accept previous
agreements between Israel and the Palestinian Liberation Organisation,
before it lifts the economic embargo on the West Bank and Gaza imposed
after Hamas won elections in January.

Mr Yousef said there was no support in Gaza and the West Bank for
recognition of Israel and he could not propose such a change at present.
"If I did, I would end up like Michael Collins," he said, referring to
the Irish republican leader assassinated for accepting a two-state
solution. "We need to change people’s minds on how they look at the
conflict, and it will take time. The climate will change if we have a
period of peace."

Mr Yousef and Said Abu Musameh, a former Hamas leader and now a member
of the Palestinian national assembly, said the ceasefire proposal, first
put forward a decade ago by the late Hamas leader, Sheikh Ahmed Yassin,
would be a de facto recognition of Israel. A period of peace could
create the environment for negotiations at a later date on a full Middle
East peace deal.

Mr Yousef was pessimistic about the prospect of serious talks with
Israel about a peace deal in the next two years, saying it would have to
await the replacement of the Bush administration with a government that
would put pressure on Israel.

Israel will reject any such ceasefire proposal unless accompanied by
formal recognition. Hamas is planning a conference in Doha, Qatar next
month to discuss the plan with leaders from other Arab and Muslim
countries.

The UK Foreign Office yesterday ruled out any meetings with the Hamas
delegation, despite helping to arrange their visas. The Foreign Office
classifies Hamas as a terrorist organisation.

Mr Yousef and Mr Musameh, invited to the UK by a nongovernmental
organisation promoting peace, are due to visit parliament today to meet
a group of peers and then fly to Belfast for discussions with
representatives of the republican and loyalist communities.

Mr Yousef said he had spoken to other European governments which said
they would like to lift an economic embargo, even if this meant
confrontation with the US. – (Guardian service)

Panama named for U.N. seat by Venezuela, Guatemala

UNITED NATIONS (Reuters) – Breaking a deadlock, Guatemala and Venezuela on
Wednesday chose Panama as a consensus candidate and withdrew from the race
for a seat on the U.N. Security Council, Ecuador’s U.N. ambassador said.

"They have agreed that Panama will be the country that will replace them as
a candidate for the Security Council," said Ecuador’s Diego Cordovez, who
hosted talks between the foreign ministers of Guatemala and Venezuela.

The 35-member Latin American and Caribbean group must still approve the
choice after which the U.N. General Assembly has to vote. But the decision
by Foreign Ministers Gert Rosenthal of Guatemala and Nicolas Maduro of
Venezuela is expected to stand.

Guatemala, backed by the United States, led Venezuela by about 25 votes in
all but one of the 47 rounds of balloting. The voting began on October 16
and ran for five days. But Guatemala fell short of a required two-thirds
majority in the 192-member U.N. General Assembly to secure the seat.

The 47th round was conducted on Tuesday and a new vote is scheduled in the
assembly next Tuesday.

Venezuelan President Hugo Chavez has called the contest a campaign against
U.S. dominance over developing nations.

Although Venezuela is a major oil supplier to the United States, ties have
deteriorated, particularly since Chavez described Washington as his No. 1
enemy and called President George W. Bush "the devil" in a General Assembly
speech in September. Diplomats said that cost him votes.

"Panama appreciates the consideration from both the Venezuelan and Guatemala
governments," its U.N. ambassador, Ricardo Alberto Arias told Reuters.

Panama, diplomats said, was not mentioned until late in the day of talks
between Guatemala and Venezuela. Other potential candidates included
Barbados, Costa Rica, the Dominican Republic and Uruguay.

Maduro told reporters that "Venezuela will continue to try for the
democratization of the United Nations."

He said it was necessary to have "a system that serves peace, that worked
for the entire world and not one power," a reference to the United States.

Guatemala’s Rosenthal, who had been campaigning for the seat for four years,
called U.S. support "a double-edged sword."

"In some ways it probably damaged our campaign, in others it helped,"
Rosenthal told reporters.

But Rosenthal aid Panama was a nation that united Central America and South
America.

"We are concerned about the idea of divisions between the north and the
south of Latin America and would like to put the idea to rest by seeking a
country that is well received at both ends of our continent," Rosenthal
said.

The United States, Russia, Britain, France and China hold permanent seats on
the Security Council, the most powerful U.N. body. Ten other nations sit on
the council for two-year terms, five elected each year.

Guatemala and Venezuela were vying for the Latin American seat that
Argentina will vacate on December 31. Peru stays on the council until the
end of 2007 along with the Congo Republic, Ghana, Qatar and Slovakia.

In other regions, South Africa, Indonesia, Italy and Belgium received the
necessary votes on October 16 to win two-year terms in the council. They
replace Tanzania, Japan, Denmark and Greece.

This November, take local action to remember the victims of genocide
and demand justice for East Timor!

This November 12 will be the 15th anniversary of the Santa Cruz Massacre

This tragic event was a crucial turning point in the East
Timor’s struggle for freedom. Western media finally began
acknowledging the brutality of Indonesia’s illegal occupation, the
international solidarity movement strengthened, and government
policies began to change. Here in the U.S., the East Timor and
Indonesian Action Network (ETAN) was formed to demand that the U.S.
support self-determination and end its support for the Indonesian military.

On November 12, 1991, Indonesian troops opened fire on a memorial
procession to the Santa Cruz cemetery in Dili, East Timor’s capital,
that had turned into a peaceful pro-independence demonstration.
Hundreds of East Timorese were murdered. This massacre, unlike many
others committed during Indonesia’s 24-year occupation, was filmed
and photographed by international journalists.

This November 12, we need to continue demanding justice and
accountability for human rights crimes committed in East Timor
throughout the Indonesian occupation, as well as to the complicity of
the United States in the occupation (many of the weapons used were
U.S.-supplied, and Indonesia received crucial diplomatic support from
the U.S.).

The struggle for independence was long and difficult, but the
determination of the East Timorese people ended the occupation and
East Timor is now independent. However, the struggle is not over.
This November 12, and every future November 12, we can honor the
100,000 East Timorese who lost their lives during the occupation and
to remember the on-going need to hold the Indonesian military
responsible. We are calling on activists across the U.S. to take
action locally, to educate their communities about the sordid history
of the U.S. in East Timor.

Some suggestions for local activities:

    * Have a video showing or a public talk with people who’ve worked
for justice in East Timor

    * Hold a vigil or other demonstration at the local Indonesian
consulate or at a U.S. federal government building

    * Hold a commemoration service at your local church or place of worship

    * Write letters or op-eds to local newspapers

    * Request to have guests on local talk shows, or meet with your
local newspaper’s editorial board

    * Display posters and photos of East Timorese history and the
Santa Cruz massacre

If you are attending an event on or near the Nov. 12 weekend, ask the
organizers to observe a moment of silence in remembrance of the
victims of the massacre and the Indonesian occupation. Suggest they
read the following before the moment of silence: "We ask for a moment
of silence to remember the victims of the November 12 Santa Cruz
massacre in East Timor. Our thoughts are with the East Timorese
people’s plea for justice for the victims of the U.S.-backed
Indonesian military." In the coming weeks we will provide a longer
version, in case you need one.

British to evacuate consulate in Basra after mortar attacks

The British consulate in Basra will evacuate its heavily defended building
in the next 24 hours over concerns for the safety of its staff.

Despite a large British military presence at the headquarters in Basra
Palace, a private security assessment has advised the consul general and
her staff to leave the building after experiencing regular mortar attacks
in the last two months.

The move will be seen as a huge blow to progress in Iraq and has infuriated
senior military commanders. They say it sends a message to the insurgents
that they are winning the battle in pushing the British out of the southern
Iraqi capital, where several British soldiers have died and dozens have
been injured.

The evacuation also comes halfway through Operation Sinbad, which has
experienced some success in restoring control in Basra. The operation ends
early next year but Basra will need massive investment by the Foreign
Office and the Department for International Development to build on its
successes.

Without the British officials’ presence the stability of the city’s fragile
economy and political infrastructure could unravel, paving the way for
Iranian-influenced militias to take control. There are about 200 staff at
the impressive consulate building – formerly one of Saddam’s palaces –
including a team of bodyguards and ex-Gurkha guards. There were 12
full-time staff, some hand-picked by Tony Blair.

A handful have already left by helicopter and the rest are expected to go
this week, some of them to Basra air station eight miles outside the city
and the rest back to Britain. A skeleton staff will continue to man the
building until it is deemed safe enough for the rest to return. A Foreign
Office spokesman insisted last night that its officials were "not bailing
out".

"This is a temporary measure as a response to increased mortar attacks,"
the spokesman said. "Core staff will remain at Basra Palace and the
consulate will continue to maintain a full range of activities."

The Foreign Office and Dfid operation in southern Iraq has been criticised
for the poor handling of economic and political regeneration in the area.

While £14 million has been spent on refurbishing the consulate, including a
new portico, hardened roof defences and swimming pool, it has spent just
£12.5 million on reconstruction that included repainting a tower in the
city.

The palace, which is surrounded by a 30ft blast wall and graced with
manicured lawns, is in the same fortified compound as 800 British infantry.

Major Charlie Burbridge, the British military spokesman in Basra, said: "We
believe very strongly that the Foreign Office and other agencies are
critical to the long term solution in Iraq. We have worked closely in our
shared endeavour and will continue to do so."

You Can Eat My Banana!

Well, it’s not what you think, just the slogan of the Banana Revolution
(Coming Soon) in which the Monkey gives the banana to the Hungry Lion.
This is the story behind it (according to eyewitnesses who saw the lion
eat the banana)…

THE LAW OF THE JUNGLE
