Pressure on Europe over CIA rendition

European governments face mounting pressure to come clean over their
involvement in secret CIA prisons after their existence was acknowledged by
the US.

So far all European countries have denied hosting illegal, US-run detention
centres for terror suspects.

But Terry Davis, secretary general of the 46-nation Council of Europe, said:
"It is in everyone’s interests to clear the air. I am not going to accuse
governments of lying but clearly it is difficult to reconcile what the
Americans have said with what European governments have said."

When the original allegations surfaced last year, Poland and Romania were
identified as host countries though both denied involvement. One other
possible "black site" is Camp Bondsteel in Kosovo, which human rights
monitors have waited two years to inspect.

The US Secretary of State, Condoleezza Rice, made it clear America had acted
with the agreement of governments in Europe.

Mr Davis called for a new committee to help monitor the implementation of
international agreements to protect human rights.

A German MEP, Wolfgang Kreissl-Doerfler, said: "The location of these prison
camps must be made public."

Access to Water Trickles Down to Nothing

United Nations, September 7 (RHC)– More than 1.5 million children die each
year from a lack of safe water, according to two United Nations agencies.
Both the World Health Organization and the UN Children’s Fund (UNICEF) say
that urbanisation and population growth are threatening one of the UN’s
most ambitious millennium development goals.

According to the WHO and UNICEF, the United Nations had hoped to cut the
number of people without access to clean drinking water and sanitation by
2015. But progress has slowed due to population increases and unexpectedly
high migration to urban areas.

The UN agencies say that water that is close by, clean and safe is basic to
life. And according to UN data, some 2.6 billion people have no sanitation
and, every year, 1.6 million children under the age of five die because of
such a lack of access.

The report by the WHO and UNICEF reveals that an additional 300,000 people
would have to be provided with water supplies every day for the next ten
years to achieve the goal on clean water. On sanitation, the goal will not
be reached unless 450,000 people get services every day from now until
2015.

And, as with the other millennium development goals, sub-Saharan African is
lagging behind. A huge increase of 85% in the region’s urban population has
meant enormous strain on services.

But the UN says the report is no reason to give up. Work will continue to
provide clean water, but the goals will not be reached unless the effort
being made now is least doubled.

Russia, Morocco Expand Cooperation

Moscow, Sep 8 (Prensa Latina) Russia and Morocco will expand collaboration
in various economic fields following Thursday´s signing of nine agreements
in the presence of Russian President Vladimir Putin, on his first official
visit to Rabat, and King Mohammed VI.

Accords signed between both nations target fishing, culture, science and
tourism.

Russia has excellent relations with Morocco and other African nations, even
in economy, Putin told reporters.

According to RIA Novosti news agency, Putin referred to energy, saying
Russia will always be a reliable partner in supplying oil and gas.

The Russian president said his nation will increase oil and gas production
to cushion highs in prices and help resolve problems in the sector.

RIA Novosti reported the current situation in the Middle East topped talks
between Putin and Mohammed VI.

Russia May Build Moroccan N-Plant

Casablanca, Sep 8 (Prensa Latina) The visit of Russian President Vladimir
Putin to Morocco could pave the way for the signing of a contract to build
a nuclear plant in that African country.

Putin visited the North African country for a few hours on Thursday,
accompanied by a public and civil business commission, including
representatives of Atomstroiexport Company, who hope to sign an agreement
for the building of a nuclear plant.

The Russian head of government and Moroccan head of State King Mohamed VI
signed various fishing, tourism, medicine, and sports agreements on
Thursday, as well as an extradition deal.

Addressing the press, the visitor also noted that both countries are
working on extending cooperation in the energy sector, including the
increase of their oil and gas exports.

Spokespersons of Atomstroiexport Company asserted that if they sign of the
contract, the plant would be finished in about 10 years.

Over 500 Spanish Soldiers to Lebanon

Madrid, Sep 8 (Prensa Latina) More than 500 Spanish soldiers left sailed
for Lebanon on Friday to integrate the UN International Forces in that Arab
country, following the Spanish Congress approval.

Minister of Defense José Antonio Alonso said the 1100 Spanish soldiers to
be sent to Lebanon will be deployed in two phases.

The first group which left today includes 490 marine infantry brigade
service members and 76 Army soldiers.

The Spanish soldiers will be arriving in about four days in Tiro, southwest
Lebanese border with their base in Maryayún city.

It was expected by then that Israel lift the air and maritime blockade on
Lebanon, but Tel Aviv the maritime blockade still is in effect.

Last week, a group of 24 military officials travelled to Lebanon to study
conditions of the area where the Spanish troops would be deployed and
coordinate with the UN International Force officials and region authorities
the possible deployment.

Meanwhile, Indonesian Minister of Defense Juwono Sudarsono told press on
Friday that his country soldiers to join the UN contingent in south Lebanon
will be stationed on the blue line dividing Israel and Southern Lebanon.

French Energy Corp Accepts Bolivia Nationalization

La Paz, Sep 8 (Prensa Latina) Bolivia´s Oil Minister Andres Soliz extolled
acceptance Friday of the nation´s petroleum nationalization by French oil
company Total and said Bolivia is preparing to resume negotiations with
Brazil.

After 48 hours of negotiations for a new contract, Soliz assured that Total
accepted the nationalization and is studying contract terms before signing
in November.

Total operates gas fields in Itau and Incahuasi, southern Bolivia, and runs
joint ventures with Brazilian Petrobras and Spanish-Argentine Repsol YPF in
San Antonio and San Alberto fields.

Soliz also lauded Brazilian Energy Minister Silas Rondeau´s handling of the
delayed negotiations over climbing gas prices in supplies to his country.

Both will meet September 15 in Bolivia to reach an agreement on fuel tariff
and transference of Petrobras shares in two local refineries to state-run
Yacimientos Petroliferos Fiscales Bolivianos.

that they hosted secret CIA detention camps

Romania’s and Bulgaria’s proposed membership of the EU could be under
threat if it is confirmed that secret CIA detention camps were located
there and the two states fail to identify the locations and to give
assurances that they are no longer involved, a senior MEP has warned.

Elmar Brok, chairman of the European Parliament’s foreign affairs
committee, said the two countries "must act immediately".

He said they must confirm the existence of such prisons "if they were
involved", and guarantee "they are no longer involved and will not be in
the future".

Mr Brok also insisted the countries’ response must be part of the EU
Commission’s report at the end of September, on which it will base its
decision on the two countries’ admission to the EU.

If the countries are admitted and "if we only find out then about the
camps, we will be in a crisis", Mr Brok warned.

German MEP Wolfgang Kreill-Doerfler also called on Romania and EU member
state Poland to speak out about the location of prison camps. "We need
to know if there has been any complicity in illegal acts by governments
of EU countries or states seeking EU membership."

They were commenting in the wake of US president Bush’s admission of
secret detention centres around the world.

British MEP Sarah Ludford said Mr Bush’s admission showed he had lied
about the rendition programme, and "he exposes to ridicule the arrogant
European government leaders who dismissed our fears about the rendition
programme as unfounded".

Labour MEP Proinsias de Rossa said that as well as the EU demanding
confirmation of where these camps are, "the Taoiseach must now demand a
full and frank statement from the US authorities regarding their use of
Irish airports.

"He must also without further delay establish an inspection procedure to
ensure that in line with our international obligations, Irish territory
cannot be used for illegal transfer of suspects."

Minister for Foreign Affairs Dermot Ahern and Attorney General Rory
Brady have been invited to address the parliament’s temporary CIA
committee investigating rendition flights and are likely to attend in
the next two months.

The president of the Council of Europe, Renee Van der Linden, said the
admission vindicated the report which its rapporteur, Swiss MEP Dick
Marty, produced which said there were a number of interrogation centres.
Mr Marty also claimed Ireland had colluded by accepting US assurances
that Shannon was not being used covertly to transfer prisoners.

Committee member Fianna Fáil MEP Eoin Ryan said yesterday Mr Bush had
admitted "what everyone already suspected and knew for a long time. If
we have international conventions and laws, people must obey them."

Fine Gael’s committee member Simon Coveney said "international standards
must be respected, otherwise the US cannot expect to give moral
leadership on the overall fight against terrorism".

Justice Commissioner Franco Frattini said negotiations were due to start
today in Brussels on a new agreement between the EU and the US on the
transfer of data, aimed at combating terrorism.

leaving a London airport will probably not go to trial until 2008,
prosecutor Colin Gibbs told the Central Criminal Court during a brief
hearing in London Monday. It is unclear why they will not be brought to
trial sooner. All eight defendants are charged with conspiracy to murder
under the Criminal Law Act 1977 and planning to smuggle "component
parts of improvised explosive devices" onto airplanes under the Terrorism
Act 2006. None of the eight applied for bail during Monday’s hearing.

TERROR SUSPECTS CHARGED IN LONDON COURT

Eight men have been remanded in custody after appearing in court in
connection with the alleged plot to blow up transatlantic airliners.

The men, aged between 19 and 28, are charged with conspiracy to murder and
preparing an act of terrorism.

They appeared at the Old Bailey via a video link and were remanded in
custody for a further two weeks.

Police moved in August to thwart a suspected plot to bring down planes
travelling from the UK to the US.

The men who appeared in court on Monday are Tanvir Hussain, 25, of no
fixed address; Umar Islam, 28, of east London; Arafat Waheed Khan, 25,
from Walthamstow, east London; Ahmed Abdullah Ali, also 25, from
Walthamstow; Ibrahim Savant, 25, from north London; Waheed Zaman, 22,
from  Walthamstow;  Assad  Ali  Sarwar, 26, from High Wycombe,
Buckinghamshire; and 19-year-old Adam Khatib, from Walthamstow.

Multiple arrests

Each man is charged with one offence of conspiracy to murder under the
Criminal Law Act 1977 and a second charge under the Terrorism Act 2006
alleging that they were preparing to smuggle the component parts of
improvised explosive devices on to aircraft and assemble and detonate
them on board.

The eight defendants sat in lines, watching the proceedings from
Belmarsh prison on two screens.

Each spoke only to identify himself as the 28-minute hearing got under
way.

They were among 24 people arrested as part of an operation launched on the
night of 9 August. Of these, 14 have been charged over the alleged plot.

Four people have so far been released without charge and a 17-year-old
youth, who cannot be identified for legal reasons, is facing a
separate terrorism charge which does not relate to the alleged
conspiracy.

Five others are still being questioned by police about the alleged
plot.

The case is not expected to reach trial until early 2008.
